I hope you called your Electric Company to find out why / how they let someone unauthorized and not paying the bill do such a thing. It could have devastating results in the case of some nefarious souls intent on doing grievous harm so their staff needs to keep their heads up !
The police took one and one-half hours to arrive. When they came (two young men) they were completely unhelpful. They were disinterested and both had their mouths full of chewing tobacco...several times when I was speaking they spit on the sidewalk. It was disgusting. They left me with no electricity, said they'd cruise around and see if they saw the squatter and would return to check with me. They never returned. Shame, shame on the police.
I am spending the afternoon tomorrow searching for an apartment, but am so, so afraid the man will let my elderly, indoor cats out.
I am terrorized and there is no help from the police department in this absurd state.

I have had my share of issues with the Police Department and they seem to be polar opposites. I have dealt with total jerks who made the situation worse but I have also dealt with very courteous brave and helpful guys too. One of the worst was a female - in a domestic violence call she was a pig in more ways than one. Don't give up on all of them -
call the HQ for your neighborhood and try to talk to someone about the issues and ask if there is someone among their squad who can be more sensitive and helpful.
Unless they have a very good explanation why they let someone who doesn't pay the bill and who is unauthorized turn off your services - somebody's head should roll at the utility office - it could have had deadly results.
