First of all, congrats on NOT doing drugs or alcohol!  Many in your situation would turn to life drowning habits like that.
As divine1966 suggested, you can attend community college. If you know some instrument, can you get a job as a music teacher at hobby school or pvt music tuition?
I'd also suggest a back up work plan. Arts is a pain business where even the best and most talented sometimes fail and absolute jokers make it big. Maybe you can learn some skill that will fetch you a sure job....just in case music doesnt pan out...

I just turned 21 in January. I have a couple back up skill plans. Like producing in a studio for other artists ghost producing and or sound design in criminal cases and investigations for court hearings. Radio, televion series sound design movies video games. So on.
And thank you for that.
That's just music related stuff alone. And maybe idk. I've checked qualifications for some things. I plan on if anything be a professor at a renowned college in my field of practice. That be pretty sweet too.
