Sounds like a really irresponsible landlord. I'm sure that you can get some help from the Fair Housing board in PA. If you haven't moved out yet, I would recommend that Angie WRITE a letter to the landlord, copying the Fair Housing board; send it via Certified Mail so that you have proof of receipt. Give him/her 15 days to respond to the letter and 30 days to fix the problem. If it isn't fixed within 30 days, then you will have given 1 month's notice as of the date of the letter, and you should be able to safely move out then.
