This sounds like a problem for the landlord to handle. You only call the police as a very last resort after numerous complaints to the landlord doesn't work. Since you keep having to talk to the person, talk time is over. I'd record the date and time of all the calls. There shouldn't be any reason why you have to knock on his door everyday to ask to turn the tv down. How more rude can they get? Tell the landlord that you've called the police already. The only one creating drama is the jerk causing the problem. Just don't talk to him or let him get under your skin. Check your local noise ordinance because anything after that is disturbing the peace. It's generally begins about 7pm to 6 am.
