Just from personal experience, I'm inclined to say no.
For me, the thoughts are much more prevalent when I'm feeling very anxious or very agitated. I'm also more likely to consider acting on those thoughts when I'm in those moods.
When I'm depressed, I'm more apathetic...just don't really care about anything. So, while the thoughts may pop up, I'm not likely to even remotely consider acting on them.
