@ Break: I'm like you. It's not only an avoidant thing though. What did your other neighbours do? Nothing. People don't want to get into troubles.
This is what I would do. If it's a punctual thing, i wouldn't bother. Any neighbour can make the fool on one thing or another in a moment. But, if it is something they do in several occasions, I would talk to the president in the more assertive way I could.

Never, never ever do what the Italian couple did.
