This is what I would do. If it's a punctual thing, i wouldn't bother. Any neighbour can make the fool on one thing or another in a moment. But, if it is something they do in several occasions, I would talk to the president in the more assertive way I could.
Never, never ever do what the Italian couple did.

I agree with the replies so far, if it is occuring all the time talk to someone about it or if you are feeling really brave whatever music they are listening to play the opposite, put a speaker on the floor and take a wwalk for about a half hour then come back. I know this has worked but I am not sure I would recommend it except in extreme cases.
