Thanks for the info. I know I need to contact someone on the outside of the situation. I just have kind of a phobia of phone calls, and I would need to work out what exactly I would report, because I don't have dates memorized of when people have had to work alone, and just complaining about my boss to someone wouldn't really be a proper report. I need some time to come up with what to say.

I'm also worried that state won't care, because all facilities like this are understaffed, and that's not the kind of thing they ding us for, they get us for not using strong enough laundry detergent, and not having a hot enough dish washer, or not having a cold enough fridge etc. They don't look at the administration. They look at some paperwork, so if it was pointed out to them they could see the holes in the schedule and be told that there was no coverage that day but it would take a lot of remembering and help from my coworkers to pin down all of the dates that we have had to work alone. I don't think complaining about agency would be a valid concern to them because as long as enough people are on the floor they're satisfied, even if the agency people are just sitting around or eating all day.

I'll work on what I will say.
