do they publicly fund operations for people who aren't incarcerated?

i think... that changing your sex would be going to rather extreme lengths to get into a womens prison lol. if his sexual preference is for guys... you would think he would rather stay in the guys prison lol.

i kinda think that people have rights no matter what they have done. clearly there needs to be some consequences for his behaviour (to discourage others from following suit) and clearly he needs to be prevented from reoffending but...

if he was diabetic would you withold treatment for that from him?
if he had schizophrenia would you withold treatment for that from him?
if he had sexual identity disorder...

well... i think you see where i'm going with this.

my understanding was... that being locked up against your will kinda was the consequence.

but then... i don't believe in retributive / retaliative justice... only rehabilitative...
