Granite - nothing that you have posted about the therapist sounds, to me, like she is angry or does not want to see you or hear from you. I know that when I have an arranged time for a phone call - we still sometimes miss each other. Sometimes you have to pee, other people interrupt, someone else walks into your office, you step out to get a cup of coffee and someone asks a question, etc. Sometimes people say 10:00 and mean 10-ish. Sometimes it means they want you to check in - which includes either talking by phone or leaving a message and giving the info that you wanted an appointment. It happens and it is not personal.
If you feel an appointment or talking with the therapist would not be useful to you - that is your decision. But to make the decision based on your somewhat skewed interpretation about her not being right there to answer and talk to you on the phone that does not appear to be based on fact - would not be useful in my opinion.
