I would think that the reviews may be done more by people who were unhappy than those who left happy, just as a human nature thing. I also would imagine that the nature of the place may cause more negative reviews than if the reviews came from a different population. Not everyone is glad to get help.

Are you able to visit the places and see what they are like? I know that for nursing homes they recommend visiting at least twice, once to get the official tour and information and a 2nd time at mealtime to see what the food looks like and how patients are being handled. Maybe there is a way you can see for yourself?
