I teach anger management and management of aggressive behavior at the hospital where I work and to local law enforcement. Sometimes it is up to the "rest" of us to diffuse and redirect an angry person for their own and others' safety. However, it is the individual's responsibility for their own angry physical/verbal behavior. With our laws, society is fairly specific about what it will tolerate and what it won't.
