I wouldn't call saying sorry without admitting fault an apology. 'I'm sorry you feel that way' is not even remotely an apology...

Just because someone apologizes/admits fault doesn't mean you can't still be angry at them either. Is it really an apology if they keep doing the thing they say they're sorry for doing? Or is it an excuse and an attempt to placate?
