He saw no reason to because he fully expects you'll keep bailing him out. Time to cut him off, for sure.

For what it's worth, my parents cut me off at 18. I once -- true story -- drove around in a car with the drivers side door duct-taped shut, because I didn't have the $600 to fix it and they wouldn't give it to me, telling me it was my problem and up to me to fix it. I had to crawl into the drivers seat from the passenger side and over the center console, which is painful if you miss.

I resented them then, appreciate it now. It might take another 10 years for your son to appreciate it if you cut him off, but it will help him in the long run, and help you in a multitude of ways as well.
