Well I know this is cynical thinking, but frankly as horrifying as it is, prisons are like businesses. And they are loaded with mentally ill people. So if we cut costs to the point that people can't afford psychiatric medications, then I imagine there will be a spike (whether acknowledged or not) in people with mental illness winding up in prison. The statistics on just mentally ill people in prison for no other reason that they were caught self-medicating illegally are probably appalling.
