I often don't feel like shaving, but I like to have smooth legs and arm pits. I wouldn't go out in shorts with unshaved legs. I actually want to get permanent hair removal on my arm pit. Then I don't have to worry about that anymore.

I do think women should choose for themselve if they want to shave or not. Somewhere in time society has somewhat decided that women should have hairless legs and armpits. When a woman let her hair grow, she will often get stared at or be commented on it. It's normal to have hair on your legs, otherwise it wouldn't grow on our legs.
