This is indeed, the current dalai lama who spoke the words.

For me, I find alot of good insight in what he writes. Though, some have said he is more...well, liberal than the past dalai lamas have been.

In this writing, I find that what he says resonates with what i see happening within the world. It sounds kind of dismal at first, but on the good side it shows us the things we can do to have a better, healthier society.

Again, just my opinion on what I get out of it.
