When i first came here little over 5 years ago I noticed some threads stayed in one place while others moved down the line and pages. i asked someone when I noticed their thread went from the moving down places to being stuck in one place how they did that. They told me all that has to happen is the creator of the thread pms a moderator and the moderator fixes it so that its "pinned".

my suggestion would be anyone who starts a thread and then wants their thread like this to pm a moderator then the moderator will sticky\pin it so its at the top or maybe even the creator of the thread report the thread with the request that it be pinned.
