Are you friends or is she just an acquaintance? First off I would suggest if you aren't friends to at least try to become friends before telling you that you have feelings for her. If you aren't friends & she doesn't have any interest in being friends with you then it's a mute point whether you have feelings for her or not.
If you are friends already, that would mean that you want to take the friendship into being BF/GF? If you already have a relationship & communications between you at the friendship level, then it might be easier to find the right time to let her know that you could easily think more of her than just a friend.
Sometimes the feeling is mutual....other times it's NOT....so you need to be open to both possibilities. It never hurts to say something. I had guys tell me that.....LOL....I got an email last year from a guy I went to high school with who told me that he had wanted to get to know me in high school but I was so shy that he was afraid to say anything....LOL....I was attracted to him also at that time......go figure....now we are both in our 60's. Who knows how life might have turned out he he had actually said something at that time????
There are guys that did say something that I really had no interest in either.....but I tried to express it in as nice of way as possible that I just wasn't interested in that kind of relationship with them & that friendship was as far as I was willing to take it.
