Often small township's fire departments will haul water to a home for a small donation. I don't know if you have a cistern or what, but one of the best ideas I've heard of lately is using a new plastic septic tank to store water. They are a lot cheaper than a conventional water tank.

Please be careful! I've been in old farmhouses built as you describe and even as a teen it was hard to go up and down steps like that.
