here in America Fetal Alcohol Syndrome Disorder (FASD) is not categorized as a mental disorder, (in other words its not listed in the DSM 5)
here in america FASD is a blanket diagnosis that covers many different problems associated with what happens to a child when their parents drank alcohol when they were pregnant.. birth defects like blindness, neurological problems, neuro muscular problems, behavioral problems, learning disorders, .. all kinds of problems.
here in my location this kind of thing isnt treated as a mental disorder. its treated over all as a medical problem. thats not saying the mental aspects dont get treated because they do, just not under the diagnostic labeling of FASD...
example when someone has depressive symptoms that is treated as depression regardless of whether or not the cause is because someones parent drank alcohol while pregnant.
another example if someone has personality problems, that is treated regardless of whether its because their parents drank when they were pregnant.
the best thing I can suggest is have this friend talk to their treatment providers, those treatment providers will be able to supply this person with all kinds of information, education and resources based on what this persons symptoms\problem areas are.
