I've been thinking about this...

Politicians, for example. I sort of think that in order to get to be in a position of any kind of power you need to do something to show allegiance to the group... Something... Well... Perhaps something that shows your interests and the groups interests are genuinely in synch. Or perhaps something a bit more sinister... Something that gives the group a power over you. Maybe you have a secret... or... Whatever... Gambling problem. Something... Something as leverage. And so now they can control you, you see.

Then... When they decide to use you as scapegoat, or whatever, they have the levaerage to control you.

And not just in politics... I suspect much of life goes the same way. And I'm not sure it is about the group controlling... How much it is about individuals who control... I"m not sure how much it it unintentional and systemic vs intentional with masterminds...

But, yeah. That's my theory
