"The psychiatrist doesn't see patients for med review until they have a diagnosis and you can't get a diagnosis until you've seen the psychiatrist and the psychiatrist won't see patients without a diagnosis". So WTF does the psychiatrist actually do then and how does anyone ever get to see one?

"You're too depressed for therapy but I can't prescribe an anti-depressant until you've tried therapy and it didn't work and if I'm not prescribing for you then I can't offer you a follow up appointment to check whether you tried therapy". Again, WTF!
