You can in France, but I'm not sure how that works out. She would have to prove that they were intending to marry each other, or something like that. I was thinking about France when I read that question.

Unless he assumes a new name and identity and marries her sister, but then there might be some problems. It seems like a plot for a movie. I wouldn't be surprised if there is a movie out there with this premise, or something similar.
