Do you have a strong alter who runs the system or puts people away? We have a big dungeon that you can't escape from that we put people in and they can't get out of and cause trouble.... Sometimes I send someone with a strongly energetic personality out, like Little, because she can take over no matter who is out AND she can choose to stay out as long as she wants. Do you have someone like that?
