No...it isn't. I have investigated this with a lawyer who says it is NOT standard unless_some kind of security check is mandated. Plus this lawyer confirmed that asking for assent at the beginning of the interview--- without warning--- amounts to duress.
It is not standard, nor okjay with me, and not somewhere I want to work!!!!
