Its a lingering legacy of the puritan ethic in the US. We are very rigid here in our thinking on these things compared to western europe, in which it lost its influence quite a while ago. YOu see women topless in city parks in Berlin, well when the sun is out which isnt often. In the last 30 years we have become a much more judgemental and punitive society in my opinion.
