In cases of child x child sexual abuse, it is often the case that the perpetrator child was abused, him/herself, and is acting out abuse onto other children.
In my personal opinion, the child who receives the abuse is a victim of sexual abuse, yes they were abused.
However, I am typically hesitant to refer to a child (not older teen, but actual child) as a sexual abuser, just because in so many cases they were confused and hurt victims, themselves, and just instinctively acting out their own abuse as a coping mechanism. So I take a very lenient feeling towards them and don't wish to label them as a sexual predator.
However, from the perspective of the child who received the abuse, it was absolutely an abusive experience.
