I don't see how that proves that budget isn't the issue. It's much cheaper to constantly rotate temporary workers than to actually hire a full time worker who they'd actually have to give benefits too.

And by "budget", I don't necessarily mean the company is in debt or something, just that they make more profit. And profit > people.
