It just depends on how they choose to label themselves, being trans isn't necessarily objective. If you truly plan to never transition I personally would just say that they're dysphoric, but then again it depends on your self image. There are cis women with dysphoria who see themselves and live as women, so if you are a male who just will never transition you could say so
