Well, as far as I can tell, the notification comes with necessary upgrades to the current Windows OS you have. You could go through the download files and find the notification and delete it, but that is risky tinkering with OS files. Then, when you download the next set of necessary files, you'll just get it again.

TL/DR, no. You're stuck with the notification unless you upgrade. Windows at it's finest.
