Being transgender more of a condition than an action. If a person feels male but is otherwise female, regardless of what they choose to do about it, they would be considered transgender. It's just no one might otherwise know about it. Having a masculine brain with a feminine body is currently accepted as transgender. This typically comes with gender dysphoria and/or gender euphoria when presenting as their minds gender.
