I grew up in New England and we never had to make up snowdays. They always planned for 6-7 and we never exceeded that (admittedly maybe we should have a few times). But then I went to Catholic school and they may not have had to close whenever the district did - it was up to the pastor.

In fact I think there was a year when school ended a few days early because it had been a light winter and we hadn't used all the snow days up.
