The cover letter explaining how your future goals align with their business is a good idea. I wouldn't apologize for gaps. If you could get placed via voc rehab, that would be *awesome*. I would definitely tell them you are interested in this kind of work.

Well they already know I am interested in this kind of work, but i have not told them about my interest in applying for this place just yet but I am going to let them know I am thinking of applying here and hopefully they can lend me a hand.
