Why should hearing people, say on the phone, talking to a friend or laughing at a TV show make you feel harassed. Something just isn't right about that.
The most worrying thing about this is the level of paranoia you have surrounding all this. As far as I can tell, it's just fuelled by some very bothersome neighbours.
I mean, the fact you have heard car horns honking, and attribute them to signals to your neighbours to test run killing you? I mean, no offence, but that's delusional thinking.
I appreciate maybe the noises are all real, but the way you are reacting to it / interpreting it is not.

I can accept that my interpretation of these events may be overly paranoid. But not to the extent you're suggesting. You weren't here when I was surrounded by fists banging on our shared walls, with stamping from the ceiling. It was stunningly terrifying. It was about me. Then they began acting out of character. They didn't put their music on. They continued to much more quietly thump the walls, while the upstairs was stamping on my ceiling.
The upshot is I don't feel secure here. I don't know what will happen, though. But it doesn't feel like a good environment.
