They're two different things: the avatar is a tinier picture that is visible both in your posts and on your profile page, while a bigger picture can be used as a profile picture but is visible only on your profile page.
You'll find "Edit Avatar" listed a couple of items below "Edit Profile Picture" on the user control panel.
