Could send the cover letter in explaining why you would be a fantastic asset to their team. Then attach your resume. Sometimes it's standard to require experience, at the same time, a degree is an unspoken alternative to the experience requirement.
A well written cover letter can also serve as a writing sample. Clarity in written english can often times help to overlook an accent or twist of expressed verbal language. Meaning if you can write it, with more practice and immersion spoken language can follow suit.
