Hello KristenRenee: I'm afraid I don't have much to offer here. But given the seriousness of the situation, as you describe it, I wonder if it might not be in the child's best interest if you contacted whatever child protection services exist in your area.

Here in Minnesota, there is a strong child protection system in place. They don't always get it right, & sometimes cases fall through the cracks. But there is at least a serious effort made to ensure that as many children as possible are protected. Hopefully there is something similar available where you live.
