personally never experienced / seen / heard of this. When someone is manic it's more like they're on uppers, not downers...what you describe sounds like just drunkenness, or maybe she was on something else? (narcotics of some kind?) My dad gets like that when he drinks or drinks w/ pills. The only trait of being drunk I associate with high mood is disinhibition.
