BY - you seem to be doing reasonably fine in the parenting department. I would even go so far as to say that while it appears to be a good idea to let children have their feelings and all - just because a child does not like something does not mean that they don't have to learn to deal with it - we all have to deal with things we do not like, and further that the adult does not have to keep revisiting it or justify all decisions to a 13 year old. And the adult need not feel guilty for it. I think that I would tell the child that I understand it does not make her happy and it can be tough when one is unhappy and leave it at that part of channeling a therapist. I don't think a parent need have a conversation with a 13 year old over and over just because she wants a different decision.
