Where I live, the county has a mental health and mental retardation person whose job is to visit people and determine if they need help. I don't know from your post if you are still in school or not. It seems like teachers at school should know who you need to contact to help your mother. (It is hard to tell a person's age on these forums. I plan to be living with my mother soon, and I am 49 years old.)
