There is no place here to create a blog, but there is a thread called creative corner where you can post stories, poetry, jewelry, photograpy, drawings, paintings, youtube videos, music , etc.
To create a blog join Google chrome then Google+ and then from there you can create a blog going to blogger in google search bar. It prompts you through everything.tc
