I don't think it should. You're looking at a pretty extreme example, 99% of all swimming classes are not like that. I had swimming classes for 3 years and this never happened. These rare occurances happen in everything, yet, we can't really ban everything, can we?

I believe the best is to report these individuals, it can only make us a better society.
