I don't know about necessarily bipolar friendly, but my little corner of the woods is pretty decent. I think I'm probably one of the younger home owners here because I feel like it's mostly older and/or retired individuals from what I do see. Otherwise I don't see anyone. But when I do I get a polite wave and a "how are you today?" The people in the drive through speak clearly and say may I and thank you. I actually have fallen asleep a few times with my door unlocked, by accident, and didn't feel too bothered by it. I love it here, but it's also like...what is this place? Just a little further north from here it's every man, woman and child for themselves!
