4 months? So you've met in January? Why would you think he was going to propose in January if that's when you just met? I recall you complained he never wants to spend time with you as only few hours a month. Does he now spend time with you? Make sure things are very good before you even consider marriage
Of course there are no rules. We got engaged 8 months after meeting and it was a bit too soon perhaps but we are older people who raised kids and have been married before so we do know exactly what we want and things are just very good so why wait. But are things really good for you? No problems? Why don't you ask him what he thinks?
4 months is typical time to meet families not necessarily to propose
