here in the USA each state has their ethics boards for treatment provider. you can locate this information in the intake paperwork where it tells what each parties (your mothers and the facility she is in) are responsible for.

you can also get a print out of the facilities rules and updates \ recent changes to those rules like bedtimes. here in my location in the facilities sometimes though beditime rules are on way, each client has their own treatment requirements. one common one here where I am is that some patients get their meds at a certain time and the meds have side effects that make it unsafe for that patient to be up wandering. sometimes here too when other patients are not being safe and for fire\safety drills all patients need to be escorted\ placed in their rooms\beds... my point there are many different reasons why a facilities bed time has to be ignored and not carried through. the facility can tell you what all this is as it pertains directly to your mother and the facility.

if after contacting the facility and seeing your mothers treatment plans you are not satisfied you contact your locations medical\ mental ethics boards.
