My heart goes out to you, sweetheart. I suffered for years with noisy neighbours....and it always seemed to happen just when I thought I'd moved to a safer, quieter place.

I also discovered that I suffer from a touch of hyperacusis (which sometimes runs hand-in-hand with major depression and/or anxiety)...which means my hearing is VERY, VERY good. I also was born extremely sensitive to noise, to begin with (as well as many other stimuli), so it's just a real consideration for me, now. I do need my environment to be peaceful.

Let me be among the first to hug you if our situation is similar...

People who conduct their lives with no consideration of others are not very likely to change. You can keep phoning the police, and continue to look into noise ordinances. Sadly, however, in my experience with these types, it usually has come down to me eventually moving.

Before making any other decisions, I would ask the landlord quite frankly about whether they would prefer mature, responsible, quiet tenants, or more people like her?

And there are cork treatments you can get for adjoining walls...and also sound-proofing drywalls. As long as you don't mind a little disruption for the short-term, perhaps you could mention these to the landlord, if they want to keep you there, as well?
