I wouldn't say you need to move on because he can't afford texts. I would want to find out why. Is he the type that just hate texting so he bought a plan that doesn't have texting on it? Or something like that? Or he is unemployed and had government phone etc I'd want to know more.

When I've met my fiancée he had hideous phone with hideous plan with no data. Mind you he is college educated professional so clearly can afford nicer phone, he just had no reason, he wasn't spending much time on the phone so he didn't care what phone he had. He got a different phone and a plan as soon as we started dating. Ask him why can't he text? There might be a good reason
