A lot of people who do sports at the beach wear longsleeved rash guards--they are thin, cooling fabrics made for swimmers, etc. they have sun protection built in, too.

If you do try makeup, I highly recommend setting powder--but honestly, in the heat at the beach, all makeup is likely to melt and run.
