He terminated in January but then continued it but with set of rules OP had to follow ( like limit outside contact efc), he then terminated in May because she didn't follow the rules. I see it as prolonging her pain rather than ending in January . He also had to be more clear that he is her doc sad he will not provide therapy. Rather than refusing to provide in convoluted and passive aggressive way
